Probably difficult to find in the US, but you can always put Fiat / Lada / Lancia / Alfa Romeo 98x4 PDC rims in 13 or 14 inch and then what ever tyres you can source for those.
Originals are 12 inch so unlikely to have a vast selection of rims or tyres available.

Clean the Carb jets, Points = 0.4mm, change the fuel filter if it is full of rubbish. I would cut them down to the original length if you know what that is, mainly because there is oil in the hubs which is splash fed to the two bearings. If you put something in the way, you may change the distribution of the oil delivery - which "MIGHT" have bad effects on the bearings late...

Biggest issue with having a HI-LIFT jack is where to use it on a Haflinger, as already mentioned, the side rails although very inviting to use are just folded sheet steel and likely to bend! Only issue you have using a steam cleaner is that you have to re-proof again if you are cleaning a canvas top. If it is plastic, then you run the risk of melting a hole in it when you get a stubborn spot!

Is a stock rim wide enough for them to fit correctly? What sort of diameter overall? Could make a significant difference to either Top speed or to torque available if they are very different in overall diameter.

Track kits are about Euro 5,500! Would need to get Haflinger specific driving hubs to bolt on to the original Haflinger hubs, as these are originally made for ATV and side by sides.
They apparently work on all surfaces, so could be used in mud, rocks, snow etc.
