How are the plugs fouled? Oil I would suspect. With the engine on the over-run and little to no fuel getting in due to being off the gas there is not enough combustion to burn the oil that blows down between the valves and valve guides. To soften work hardened copper washers heat them with a propane torch until red hot and then quench in water. No need for a new one unless damaged.

Pa is cold in the winter too. Was the fuel tank full? You may have some water in the fuel from condensation. A pint of methyl hydrate (from the paint dept at Walmart) may do the trick. Looks like it is in the up / engaged position. How about some penetrating oil to soak it for a day or two and then some mallet taps to try to break the bed liner goo free? Once it drops down you can clean it better from underneath.

My Pinz seems to be like my 53 year old Land Rover. Check the oil before driving and after lunch break. Think tractor and treat it accordingly and they are very happy. As the old adage goes, oil is cheaper than parts!

Painting the inside of an oil pan seems strange since oil is a great rust preventative. I would be inclined to strip it completely inside and out. There are driver controllable variable proportioning valves (added a knob to the dash) available from your local racing supply store. I looked into them for a Lotus 7 replica. Readily available and not too costly. May be worth considering.
