vacuum gauge reading.

I have been playing with a vacuum gauge on my truck and it has surprisingly low vacuum, 17 or 18 at idle and up to 19 going down hills with engine braking. Engine is i tune and compression is good.
I checked the nuts on the intake manifold not long ago and I had the brake booster and distributor disconnected.
Any thoughts?
