Engine cover tins.. insulation?

Anyone know what the insulation goo is on the bottom side of the engine cover tins? I was washing mine up to paint them and the stuff started flaking off so I figured I would remove it all and powder coat the tins instead. Should I replace it and if so with what?

Not sure what it is or what function it serves. I would clean it all off and powder coat.
