Brake light/ Ignition switch

I have a question.
Does the ignition have to be on for brake lights to work?
I am troubleshooting rear flashers not working and notice rear brake only work with ignition switch turned on. All other lighting circuits work.

Both of mine operate the same way - ignition switch has to be on for the brake lights to work.

Took apart emergency flasher switch it looks like new inside. I still took my my meter and did checks of alll contacts with switch open and closed.
