OK, this one's kind of odd, but on the C306 Fire Rescue truck I was considering to purchase, it had a hydraulic pump run off the PTO. So, there IS a hydraulic pump that was installed, just NOT for power steering.
My question has been, if I removed it from the PTO and attached it to the engine, could it then be used to provide hydraulics to a power steering unit?

Pto pump on engine
YOu need to answer the questions of what is that pump's working pressure and flow capacity versus what flow and pressure do you need for the power steering unit. Might be better to start with the proper pump for the power steering unit and them adapt that pump to the engine.
