After taking the air-cleaner off I noticed fuel still flowing into the carb after shut-down. Fuel pump is definitely turning off. It just kind of bubbles into the carb. That explains the longer start time when it is hot.
I'm thinking the float level might be too high or bad needle/seat.
Can I adjust the float level by eye? The top is off.

You need to get that Haffy out to Jim. I've had my '63 Swiss Haf 6 years and had less problems with it than any of my Pinzes.
As long as someone hasn't "Americanized" it, they are fun and reliable.
Though they are diminutive, they are of the same complexity as your Pinz. Treat it with the same respect as you would it ( or I would hope you do). It is more than a riding lawnmower.
Floats have been known to absorb gas, hence no longer float..... sort of like a leaky submarine, without a visible leak.

Thanks guys. I had the float out and it was empty. Could it be anything else?
The only thing americanized is the "haf"-hazard paint and rhino-coating job. Luckily it appears all the mechanicals are original.
Oh, I forgot. It has an electric fuel pump and it stops when pressurized and the carb does not leak or overflow. It only leaks right after I shut it down.

This was driving me nuts and these carbs are simple - so, I pulled the top off again and pulled out the float and there WAS a small amount of fuel in both sides. I could have swore they were empty and I wasn't even drinking a beer!
So I emptied and soldered them, hot-water test and put it back together - all the problems are gone. Fires right up now and I can tune the carb.
Now, it's off to Jim to get the brakes done and ready!
