I had seen Pinzgauers fitted with low-profile wheels on the german forum (I searched again and only found broken links...), the purpose was to lower the overall height in order to allow the trucks to fit on a train (some European railway companies have so-called "auto-train" connections, mostly on North-South lines during summer), saving the owners the trouble of long highway travel. Could be the same here...

That Tractor is a Kirovets.....the very small version K701 there are a few round here in Poland, quite rare now but impressive machines nonetheless. Your should see its big brother.

Are those "wheels" supplied by the carrier, or does the owner need to supply their own?

Home-made wheels that the Pinz owners brought along with them. The carrier just checks that all vehicles clear the max dimensions...

I am pretty sure that the pinzgauers with the little wheels are personal vehicles of the guys at "Gut" automotive in switzerland. You can see their sticker on the door...

Never thought about this... but with the Zurich licence plates (starting with "ZH"), this is indeed very likely, as Gut is based in Canton Zurich.
