My read is that Colorado DMV is treating foreign-military vehicles as falling into a gap where, under its current interpretation, they do not fit any of the available title/registration categories. In DMV’s rule, a vehicle built for foreign armed forces is not treated as a normal motor vehicle, is not a “surplus military vehicle” because that definition is limited to vehicles built for the U.S. Armed Forces, and is also not treated as an OHV. From there, DMV reaches the practical conclusion that it will not title or register those vehicles for either on-road or off-road use. So the point is not that the statute plainly says, in one sentence, “foreign military vehicles are banned.” It is that DMV is reading the definitions together in a way that leaves ex-foreign-military vehicles with no title path at all.whitesik wrote: Thu Mar 12, 2026 2:13 pm I concur.
