elastic cord material question

A couple of the rear "tie-downs" have broken so I need to replace the elastic cord on a couple of these individual canvas hold downs or latches.
I know it's been posted before but what's the source for this material (sold by the foot or meter I presume) and what's the process by which I would cut it to length and then somehow crimp or finish off the ends?
Any wisdom on this subject would be very much appreciated.

I know the cord comes from SAV but can't remember the price. Have also seen it on Ebay and when I was in Ramona Jim had some that he got from there.
The ear clamps can be gotten from Fastenal

I got some from a hose installation company when I was in Seattle some time back. The old ones can be reshaped, but new is better. I crimp mine with a pair of end nippers similar to the ones used for putting up barbed wire fences.

Both can also be sourced from McMaster-Carr. I think this is the cord, #9616K16 and these are the clamps, #54105K41 but I would measure both first to be sure.

Ace Hardware sells a stretch cord that is similiar. Much cheaper and does the same thing. I'm sure Home Depot/Lowes does, too.
