Not quite a tank... looks like it's a vw body on a m29 "weasel" tracked snow vehicle which were built by Studebaker for WW2. There is a local company who still has a couple of these for accessing telecom sites in the winter.

I always wondered about that as well - but that was how they were made... I think the only drive "wheel" for the tracks was at the very rear and they set it up higher to give more clearance and to keep it out of the mud that way...
There were also amphibious versions which were called "water weasels"...
