Bad voltage regulator AND alternator? Do they go together?

I usaully do my own wrenching but I brought my 710M to the mechanic to diagnose an over-charging electrical problem. He tells me to replace the voltage regulator and the alternator. This seems weird to me. Is he just guessing at the problem and having me replace un needed parts because he is too lazy to properly diagnose? A new alternator is $1,500!!
I'm sure that I if I do replace both, it will solve the problem, but could it just be the regulator?

Very seldom do they fail together. If it is overcharging, the regulator is bad, 28.8v is max allowable output.
If you do need an alt, I can get them rebuilt and rewound to 50 Amps for a very reasonable amount. I also have a good spare. PM or e-mail me if interested.
